At their May 21 Meeting, the Bi-State Development Board of Directors elected former CMT Board Chair Rose Windmiller to Chair of the Bi-State Development Agency of the Missouri-Illinois Metropolitan District board. The Bi-State board is comprised of five Illinois appointees and five Missouri appointees.
Windmiller is the Associate Vice Chancellor of Government Relations & St. Louis College Readiness Initiatives at Washington University. She holds a bachelor’s degree in political science from the University of Missouri-St. Louis and a master’s degree in public administration from St. Louis University. Windmiller previously served on the CMT board of directors for more than a decade, serving as chair for five years, until June 2018. Additionally, Windmiller served on a special state panel as one of 16 members of the Ferguson Commission, which was formed by former Gov. Jay Nixon. In 2018, the Governor appointed Windmiller to the Bi-State Board representing St. Louis County.
