The New Broadview Senior Living Facility in East St. Louis opened in March steps from the Fifth and Missouri MetroLink Station. The $44 million housing redevelopment project had been in the works since 2017. The former Broadview Hotel was once owned by Southern Illinois University Edwardsville (SIUE) before being returned to the City of East St. Louis in 2008.
Efficacy Consulting & Development of St. Louis was selected in 2017 as the developer of the site before the COVID-19 pandemic waylaid those plans. Once the project was approved by the Illinois Housing Development Authority in 2022 and financing was secured in 2023, Efficacy was able to move forward with the project groundbreaking taking place in March of 2023. The project is the result of a combination of public and private contributions, including approximately $25 million from the State of Illinois. A combination of other grants and historic tax credits made up the remainder needed for the project to move forward.
This level of investment has not been seen in East St. Louis since the Casino Queen opened in 1993. The newly opened development includes approximately 20,000 square feet of retail space in addition to a gym facility, a business/tech center, and a community kitchen. A vendor market space, restaurant, and beauty/barber salon are all planned for the development as well.
The development will house those 55 and up. Housing options include 97 one-bedroom units and 13 two-bedroom units. Of the 110 units, 10% are reserved for veterans.
The project’s proximity to transit was carefully considered throughout the development process. Located just .1 miles away from the 5th and Missouri MetroLink Station, residents will be able to rely on transit to run errands, attend appointments, and visit loved ones. Metro East residents will similarly be able to access resources at New Broadview via transit.
Efficacy Consulting has planned a Transit-Oriented Senior Services Center for residents and the public that will provide both support and services, health-related programming, nutritional assistance and educational classes. Overall, the New Broadview Senior Living Facility “will only add to the rebirth of this portion of downtown East St. Louis,” according to Kim Cella, executive director of Citizens for Modern Transit, which transformed the Fifth and Missouri Station in 2023 in partnership with the St. Clair County Transit District and AARP in St. Louis.
