Metro Transit Seeking New COO; Application Process is Open

Bi-State Development is now accepting applications for the key position of Executive Vice President and Chief Operating Officer at Metro Transit. The important position is being vacated by Charles Stewart, who is retiring on July 1, 2025. Bi-State Development is the operator of Metro Transit, the main public transportation system in eastern Missouri and southwestern Illinois. The Metro Transit operation includes the 46-mile MetroLink light rail system; a MetroBus vehicle fleet of approximately 270 clean-burning diesel buses and 24 battery-electric buses; and Metro Call-A-Ride, a paratransit fleet of more than 100 vans. Metro Transit operates public transit services in Missouri for the City of St. Louis and St. Louis County and for St. Clair County in Illinois. The operating budget for the St. Louis region’s transit system for Fiscal Year 2025 (FY25), which runs from July 1, 2024 through June 30, 2025. Those three regional transit partners allocated funding totaling $284.6 million, covering more than 86% of Metro Transit’s projected annual operating budget of $328,980,534 for FY25. The budget includes voter-approved sales tax revenues from St. Louis and St. Louis County and contract revenue from St. Clair County. The balance of the operating budget is largely covered by passenger revenue, federal and state funding, and investment income.
