Mission

Citizens for Modern Transit (CMT) is the region’s transit advocacy organization. It was established in 1985 to help bring light rail to St. Louis and works to develop, support and enhance programming and initiatives to ensure safe, convenient and affordable access to the region’s integrated public transportation system.

CMT was established in 1985 to help bring light rail to St. Louis. Since then, it has been working to ensure the St. Louis region has access to a safe, convenient and affordable public transportation system.

We don’t own or operate the transit system, but we work to champion it, challenge it, encourage it and advocate for it. We do this by helping to secure state and federal funding for transit projects, playing an active role in addressing safety and security issues, increasing ridership and raising awareness about the benefits of public transit, spearheading feasibility studies to examine the benefits of adding new light-rail stations, and furthering sustainability efforts.

CMT also ensures the value of public transit is understood by elected officials, civic leaders, key stakeholders and the community at large – so the opportunity to fund, improve and expand public transit isn’t missed.

Kimberly Cella

Executive Director
Kimberly Cella is at the helm of the nationally recognized non-profit, transit advocacy organization – Citizens for Modern Transit. The organization was established in 1985 to help bring light rail to St. Louis and works to develop, support and enhance programming and initiatives to ensure safe, convenient and affordable access to the region’s integrated public transportation system. CMT champions, challenges, encourages and advocates for public transit to drive economic growth and improve the quality of life in the St. Louis region.

Cella’s vision, enthusiasm, tenacity and extraordinary leadership has been credited with moving transit forward over her more than 30-year tenure with CMT. She is a nationally recognized industry thought leader, who has secured more than $15 million in grant funding to establish and maintain ridership programming, helped complete seven "Transit Stop Transformation Projects," spearheaded several economic impact studies and helped form the region's Transit Advisory Working Group. She was named among the "50 Missourians to Know" by Ingram's Magazine in 2024 and the "100 St. Louisans to Know to Succeed" by the St. Louis Small Business Monthly in 2025.

Travis Wood

Senior Program
Director
Travis Wood serves as the Senior Program Director for Citizens for Modern Transit. In his role he is responsible for enhancing community engagement, cultivating membership and programming opportunities, and working with the executive board to further CMT’s vision and goals.

Wood also focuses on identifying grant funding opportunities and furthering the organization’s mission to ensure access to a safe, affordable and convenient public transportation system that helps drive economic growth and improves the quality of life in the bi-state area. He received a Master of Public Policy & Administration from the University of Missouri-St. Louis and a Master of Science in Environmental Science from Southern Illinois University Edwardsville.

Karen Troxell

Program & Membership Manager
Karen Troxell serves as Program and Membership Manager at Citizens for Modern Transit. She is responsible for managing day-to-day programming and membership activities, overseeing social media channels, developing website content and helping to execute the Ten Toes + Transit program.

Troxell holds a Bachelor of Arts in Comparative Cultures and Politics from Michigan State University.
