Bi-State Board Approves $340 Million FY26 Operating Budget

The Bi-State Board of Commissioners approved the FY 2026 Operating Budget and the Bi-State Development FY 2026 – FY 2028 Capital Budget. Approval by the Bi-State Board is the first of several steps in the annual budget approval process. The Operating Budget now moves to the three regional transit funding partners for review and approval in the coming months. The $344 million operating budget includes 94% of funding from local funding sources including the City of St. Louis, St. Louis County and the St. Clair County Transit District at $42 million, $181.6 million and $64.2 million respectively. The three-year Capital budget of $1.02 billion is for FY2026-2028.

The fiscal year runs from July 1, 2025 through June 30, 2026.

According to Bi-State CFO Tammy Fullbright, the goal of this year’s budget was fiscal responsibility with 1.5 percent increase in operating expenses this year.
